The bin folder is from the github website you showed us before:
Would you like to try to use wget to download it on your IFB space?
the command would like this (updated 2025-04-15):
wget https://github.com/BGI-shenzhen/PopLDdecay/raw/refs/heads/master/bin/PopLDdecay
